The Russian Ministry of Finance immediately announced that it did not support the proposal. It would affect, among other things, all Russian elites.
“Large sums of cash owned by citizens are mostly the result of activities in the shadow or even black economy, and therefore need to be given special attention and supervision, as there is currently no effective legal regulation,” reads the accompanying commentary to the proposal.
Under Vasserman’s proposal, Russians would have to report their cash within a week of acquiring it.
